Correct Twas Christopher Plummer in drag in the first pic though his usual disguise is as a stealing Santa - thus a seasonal classic The other two leads are Elliot Gould and Susannah York.

Following on from Mr L's idea, a lucky bit of research leads me to believe the film is 1998's Central do Brasil aka Central Station.
I have seen two Brazilian films Elite Squad and Elite Squad 2 which were pretty damn good.

Paul It is a Brazilian Movie Mr L. and Correct Mr Paul !  Central Station is it ! It is the most famous Brazilian film. It won 34 awards. http://www.imdb.com/title/tt0140888/awards?ref_=tt_awdI think Elite Squad 1 and 2 amazing as well
